A person who works on another person's land for wages in money or kind or share is regarded as an agricultural labourer. She or he has no risk in the cultivation, but merely works on another person's land for wages. An agricultural labourer has no right of lease or contract on land on which she/he works.

About Arthapedia

Arthapedia is a portal for facilitating understanding of the Indian Economy and its governance by explaining the concepts used in the economic policy domain in India.

This portal is managed by government economists of India (known as Indian Economic Service (IES) Officers) and is intended to cater to the requirements of their counterparts in other countries as well as to academicians, economists, policy practitioners, financial journalists, students and to any interested citizen, both within the country and abroad.

The objective of this portal is to increase transparency in government by simplifying indigenous concepts or by introducing domestic institutions to support the professional development of public policy economists. It is meant to enrich and enhance citizen friendly policy formulation through dialogue and collaborative action.

The motivation behind this site is the then Chief Economic Advisor at Ministry of Finance, Government of India- Dr. Kaushik Basu (Dec 2009 - July 2012)- who on the occasion of fiftieth year of establishment of Indian Economic Service inspired IES officers to create a website for explaining economics related concepts which are of relevance to India.

Is Arthapedia free to use?

Yes. Arthapedia is a public resource, free to access for anyone — students, researchers, journalists, policymakers, or interested citizens.

Who can contribute to Arthapedia?

Any registered user can contribute. All serving officers of the Indian Economic Service are registered users. You do not need to be a domain expert to suggest a topic, and anyone with enthusiasm and solid knowledge of a subject can write an article.

Can I suggest a topic even if I don't plan to write about it?

Yes. Topic suggestions and article submissions are separate contributions. You can suggest a concept simply because you think it deserves an entry, and another contributor may write the article.

Can readers comment on published articles?

Yes. Readers are welcome to ask questions, flag inaccuracies, foster discussion, or add context. Comments that identify genuine errors or offer substantive additions are especially valued and may be referred to the Editorial Board.

I am not an IES officer. Can I still use and contribute to Arthapedia?

Anyone can read and use Arthapedia freely. Topic suggestions and article submissions are currently open to registered users, which includes all serving IES officers. However, if you are not an IES officer and wish to contribute, you can still suggest topics. 

Can I use Arthapedia content for research or academic work?

Yes, you may reference Arthapedia articles in research or academic writing. As with any source, please cite the article title, author, and the URL when doing so.
