TCPO is the technical and research wing of the Ministry of Urban Development MoUD. The Industrial and Economic Planning Division deals with the subjects such as establishment, and development of Industrial Growth Centres and Exports Promotion Industrial Parks in collaboration with the Ministry of Commerce and Industry. The division was actively engaged in carrying out studies on urban land usage and prices. And also, to examine issues referred to TCPO by MoUD.

In the Economic Division duties assigned to me were to help determine cost based tariffs and rentals for basic telephony, internet services, leased lines, determine and notifying cost based interconnection charges and revenue sharing arrangements between telecom service providers by rolling out the Telecommunication Tariff Order,1999 TTO. In addition to this, the other main function in Economic Division was to grant approval to tariff plans filed by various telecom service providers and thereafter maintain constant vigil on tariff plans and safeguards the interests of telecom subscribers. I was also involved in formulation of the Reference Inter Connect Offer, determining and notifying the tariffs for WLL Mobile and WLL Fixed telephony, unbundling of the network etc. The Economic Division was also required to mediate between disputes of telecom operators relating to tariff issues. The assignment also provided an opportunity to witness and deal with the determination and notification of tariffs plans by private International and Domestic Long Distance telecom operators.

MoRD is implementing various poverty alleviation and Rural Development programmes among which the SGSY is a holistic programme covering all aspects of self employment for rural poor such as selection of key economic activities, organisation of the poor into Self Help Groups SHGs, training, credit, technology, infrastructure and marketing. SGSY was at that time the largest self employment programme for rural poor. In Division I have been dealing with the Credit linkage to individuals and SHGs by Commercial and other banks. Also dealt with the implementation of the Provision of Urban Amenities in Rural Areas PURA Scheme. Implementation of the GOIUNDP Programme on the Social Mobilisation Around Natural Resources Management for Poverty Alleviation, being implemented in the 13 Districts of the selected states of Jharkhand, Orissa and Rajasthan and followup of CBBPI programmes. Dealing with the Training Component in the SGSY Scheme. Release of funds to the 570 District Rural Development Agencies DRDAs towards meeting staff costs and contingency expenses and looking after various administrative issues Monitoring the funds allocation and utilisation regarding North Eastern NE States. As being the Nodal Section for North Eastern NE region in the Ministry With the enactment of the 73rd Constitution Amendment Act, a new challenge to impart training to more than 3.6 million elected representatives and official functionaries emerged. To assist States Governments to formulating State Action Plans in imparting training to all elected representatives and official functionaries. Implementation of other Centrally Sponsored Schemes of National Institute of Rural Development, Strengthening Establishment of State Centres for training in Rural Development, Strengthening Establishment of Extension Training Centres, Organisation of Training Courses, Seminars and Workshops, Panchayat Development and Training. Both recurring and Non recurring central Grants were provided. Implementation of UNDP, UNFPA funded programmes on Capacity Building Arranging Training Programmes for Ministry Personnel. Implementation of various IT related issues in the Ministry in accordance with the various policy directions of Ministry of Administrative Reforms and eGovernance.

Dealing with various issues and policy matters relating to National Security. Looking after Administration apart handling four country desks, Work related to Task Forces in the Net Assessment and Simulation Cell.

Work related to National Afforestation and Eco Development Board dealing with forest conservation, Plan Coordination Division and Trade and Environment Cell of the Ministry was also assigned. Work involved the process of Plan Budget formulation, coordinating with various divisions in the form of monitoring and also acting as an interface between the Ministry and the Planning Commission. The Trade and Environment is one of the major upcoming areas. The work involves help prepare India’s position under the ongoing Doha Round of Trade negotiations under the aegis of WTO, deal with environmental aspects in RTAs and bilateral trade agreements. Also, to help Department of Commerce to present a common stand on trade and environment and also to help stop emerging environment as a Non Tariff Barrier in the International Trade. The job also entails to act as facilitators for exports in the area of environment.

Help DG ISA establish ISA, as a new treaty based intergovernmental international organisation for promoting solar energy world over. Help recruit skeletal staff, framing of rules, formalising activities and programmes, finalising and signing of host country agreement, getting ISA registered under UN Charter, funding, budget planning, help organise ISC meetings, ISA establishment day etc.

DPE formulates policy pertaining to CPSEs namely performance improvement and evaluation, autonomy and financial delegation, wages, personnel management in CPSEs and bringing out PE Survey. My duties in DPE involve looking after work of Plan and Policy Division, Wage Cell and facilitate MoU exercise for the assigned sectors. CSR related work and implementation of CRR and RDC schemes. Also, additional charge of Survey Division

MoPSW is mandated to provide Ports, Shipping and other related services in the maritime sector. My duties in MoPSW include handling Budget DDG IEBR CAPEX and related matters and OOMF, both preparation and monitoring. Monitoring of CAG Paras, preparing Port Services Price Indices, Parliamentary Committee Reports, matters related to Rajbhasha Anubhag, CPGRAM, Mission Recruitment, SCDPM 2.0 and matters related to WTO Cell and Commerce Ministry.
