To assist and co ordinate on data collection, compilation, tabulation and publication of Labour statistics and other data related to market pricing, employment, wages, earnings, productivity, absenteeism, labour turnover, industrial relations, working and living conditions and evaluation of working of various labour enactments etc. To assist the process of construction of wage rate indices under various round of Occupational Wage Survey and on industrial relations, social economic conditions in the organized and unorganized sector of various industrial category etc. To assist and supervise undergoing rounds of the Consumer Price Index Industrial workers series Occupational Survey, Wage Rate Index, All India Quarterly Employment Establishment Survey, Quarterly Employment Survey, Area Frame Establishment Survey, Schemes and PNA INDIA Surveys, collection and compilation of statistical data on Market pricing , employment, occupation wise wages and dearness allowances, different components of pay roll for different types of occupation in the construction of wage rate indices and construction of base year for FLS new series Consumer Price Index CPI IW etc. To organize training for Directorate of Economics Statistics Price Collectors Price Supervisors officials on CPI IW and provide training for outsourced contract manpower under AQEES schemes, issuing of authority letters to outsourced manpower, writing letters to Districts administration and field work co ordination. To attend the spade work and supervise, the scrutiny of the schedules, administrative work related to distribution and allocation of the manpower for Consumer Price Index Industrial workers series Occupational Survey, Wage Rate Index, All India Quarterly Employment Establishment Survey, Quarterly Employment Survey, Area Frame Establishment Survey, Schemes and PNA INDIA Surveys, MUDRA Schemes, PAN INDIA Surveys and preparation of the quarterly, monthly and weekly progress report on the above schemes and other work assigned by the Director, Head of the Southern Region and Labour Bureau Organization.

1. Fertilizer Flying Squad -FFS -Section

To attend to and coordinate the day-to-day activities of the Fertilizer Flying Squad (FS) section as given below:

1. Prevent the illegal diversion, black marketing, hoarding, and adulteration of subsidized agricultural-grade fertilizers

2. Form specialized inspection teams to act as an enforcement wing, ensuring that subsidized fertilizers strictly reach agricultural fields rather than being illegally routed to industrial manufacturing plants.

3. Conduct surprise inspections by planning and executing unannounced raids and crackdowns across retail shops, storage godowns, and manufacturing plants—including Single Superphosphate (SSP), NPK, and chemical mixture units.

4. Prevent industrial diversion by monitoring and tracking the movement of highly subsidized agriculture-grade urea to stop industrial units (such as plywood, resin, glue, and crockery manufacturers) from chemically processing and illegally using it.

5. Combat black marketing and hoarding by keeping a strict vigil on the cross-country distribution network to stop sellers from hoarding stock or creating artificial scarcity to sell fertilizers at inflated prices.

6. Ensure quality control by ramping up physical sample collection and laboratory testing of fertilizers to stop the supply of sub-standard, spurious, or adulterated products to farmers.

7. Take enforcement and legal actions by instigating legal proceedings against violators, which includes filing First Information Reports (FIRs), seizing illegal or suspicious fertilizer bags, and arresting offenders under strict laws like the Prevention of Black marketing and as per FCO-1985 

8.  Arrange de-authorize defaulting units by cancelling licenses or de-authorizing chemical mixture units, dealers, and manufacturing factories found with procedural discrepancies, illegal stock, or fraudulent documentation.

9. Maintain inter-state and border coordination by ensuring heightened vigilance in border districts to stop the smuggling and unauthorized cross-border or inter-state leakage of fertilizers.

10. Implement digital monitoring integration by utilizing backend digital tracking tools, such as the Integrated Fertilizer Management System (iFMS), to identify data anomalies in the supply chain that prompt field inspections.

2.ONOF Scheme-Section

To attend to and coordinate the day-to-day activities of the One Nation One Fertilizer (ONOF) section as given below:

1. Administer the ONOF framework, which is officially managed under the Pradhan Mantri Bhartiya Janurvarak Pariyojana (PMBJP) by the Department of Fertilizers (DoF), to standardize the branding, packaging, and distribution of all subsidized fertilizers across India under the single umbrella brand "Bharat." Unlike enforcement wings, this section focuses on regulatory compliance, national supply-chain optimization, and uniform welfare delivery.

2. Enforce uniform packaging guidelines by monitoring manufacturers to ensure that all subsidized bags strictly allocate two-thirds of their space to the "Bharat" brand name and the PMBJP logo, while restricting private details, logos, and statutory information to the remaining one-third.

3. Regulate the "Bharat" unified branding to ensure that all fertilizer variations, irrespective of the manufacturing public or private sector entity, use the identical designated prefixes: Bharat Urea, Bharat DAP, Bharat MOP, and Bharat NPK.

4. Rationalize freight and logistics by overseeing and updating transit policies to minimize cross-country movement, thereby eliminating private brand competition, preventing long-distance hauling of identical fertilizer types, and lowering the government's multi-crore freight subsidy bill.

5. Manage PMKSK center integration by coordinating the transition of over three lakh retail outlets into Pradhan Mantri Kisan Samruddhi Kendras (PMKSK) to provide fertilizers alongside critical farm support, such as soil testing and agricultural advisory services.

6. Ensure subsidy transparency by linking uniform branding with the Direct Benefit Transfer (DBT) system, making it clear to farmers that affordable product pricing is a direct result of central government funding.

7. Monitor product compliance by tracking which chemical classes fall under the single-brand mandate, ensuring the policy applies to all major subsidized primary nutrients while excluding non-subsidized specialty and customized liquid fertilizers.

8. Facilitate industry auditing and coordination by serving as the central administrative nodal cell that resolves technical grievances from State Trading Entities (STEs) and Fertilizer Marketing Entities (FMEs) during packaging layout shifts or structural changes.

International Co-operation –IC- Section

To attend to and coordinate the day-to-day functions of the International Cooperation section as given below:

1. Manage and foster international collaboration and partnerships, focusing on fertilizer trade and import through Long-Term Agreements (LTAs), Memorandums of Understanding (MoUs), and Joint Ventures (JVs)

2. Facilitate Joint Ventures between Indian and foreign companies for the manufacturing and distribution of fertilizers, including setting up global entities by identifying resource-rich nations and negotiating foreign projects.

3. Acquire raw materials and intermediates to secure steady, direct access for domestic fertilizers manufacturing units.

4. Handle policy advocacy, global trade negotiations, and compliance issues connected to the World Trade Organization (WTO) regarding fertilizer trade barriers and pricing transparency.

5. Align Export-Import (EXIM) policies by coordinating closely with (MEA) and the Ministry of Commerce to evaluate and update regulations impacting chemical and organic fertilizers.

6. Act as an inter-ministerial bridge with other government ministries and global organizations to coordinate international visits, meetings, and virtual conferences.

7. Manage diplomatic and strategic engagements, including coordinating and facilitating the visits of foreign government dignitaries, corporate heads, and multilateral delegations visiting India for the fertilizer sector.

8. Coordinate overseas missions, including foreign tours, training sessions, and official diplomatic inputs for senior officers of the Department of Fertilizers to engage in global summits.

9. Maintain continuous coordination with foreign countries, Indian Embassies or Consulates abroad, international organizations, and various Ministries or Departments of the Government of India on matters pertaining to international cooperation in the fertilizer sector.

10. Provide strategic inputs to the Prime Minister's Office (PMO) and the Ministry of External Affairs (MEA) regarding the high-level visits of dignitaries (such as the President, Prime Minister, External Affairs Minister, and Commerce Minister) concerning fertilizer cooperation and India's requirements
